Q: 到底资金证明开多少才够呢？我读PHD，I-20上写的是5-8年，难道我要筹备这么多年的费用吗？

A: 一般来说I-20上会有学校要求的第一年费用的总数，只要你的资金证明够COVER这个数目就可以了。

Q: 我用家里的钱担保，那么这些钱要多久前存进去比较好呢？

A: 一般来说存款必须要半年以上比较稳妥。如果太近存的话，会让人觉得你是为了签证而临时筹的钱，可信度会降低。当然如果你能够证明这些钱确实是你家的，那另当别论。比如有人说他家的钱是从股市转过来的，那么你应该在股市开相应的交易证明。

不过很多人确实是临时筹的，比如向亲戚借的，这样的情况还是尽量早做打算。至少要在签证前3个月内把钱存进去。不过还是希望大家注意，其实钱的数目是一回事，最重要的是你能有证明你或你家有能力赚这些钱，有能力资助你在国外的学习和生活，这个才是最重要的。这个我在论坛里跟大家说了很多遍了，签证官对于中国的国情非常了解，他们不是单单看你提供的证明上的数字，而是会综合考虑你家的背景，比如父母的工作及收入，社会关系等等。所以大家应该好好想想怎样给签证管一个令人信服的材料。

Q: 如何办理财力证明？ 英文的呢？

A: 到你存款所在的银行办理。如果是大一点的银行，他们知道如何办。在银行开出来的就是中英文对照的。

Q: 银行证明一定要换算成美圆吗？

A: 其实不需要，银行开的时候会按原来币种写上金额，任何币种都可以。

Q: 如果我家的钱是存在很多不同的银行，需要转到一个银行开证明吗？我家钱是定期的啊，不好取啊！

A: 当然可以在不同的银行开了，只要上面名字都是你家人就可以了。

Q: 我家的存款是在一个银行，但是是分了很多存折存的，不是一笔，那么开证明的时候是每笔都要开一张，还是可以开到一张里呢？

A: 可以开到一张里，一般银行开的证明允许最多开6笔在一张里，如果你家的存折有6本以上，那么就可以开2张。

Q: 开出来的银行证明上，只有钱数吗？ 有没有其他信息，比如何时存的？何时到期？

A: 有的。是按表格形式列出存单号、起息日、到期日、金额、币种。比如：

Q: 银行20元开一份,我其它的复印可以吗?

A: 对于给学校看的，可以复印一些，等学校要原件再说，不排除有些学校就不要原件了。复印件上需要银行的章证明与原件相符 。

但是对于签证用的，一定要原件。

Q: 存折是父母的名字,要有与我的关系证明吗,不然凭什么说他们能给我提供学费?

Q: 一定要有财产证明吗？

A: 给学校看的，许多的学校要，如果没说的话，填那个资金表就行了，不必给证明。 签证用的，如果你的奖学金不够第一年的费用，必须开剩下费用的资金证明。

Q: 如果我是全奖，还需要开财力证明吗？

A: 学校那边，学校在申请I-20表给你的时候，他们会提供相应的奖学金证明，同时I-20表上也会有学校资助的信息。但是签证的时候，还是需要带一些资金证明的，至少需要证明你有路费和一些应急的费用吧。

Q: 收了个PHD的AD,对方要财力证明,打算开给他们,学校要求至少30400USD一年,我想只开这些给学校,但签证时候想多开些钱的财力证明,请问2个 能不一样吗?是不是要给学校看的和给签证官看的数额要一样?

A: 可以不一样。学校要的证明只是用来给你发I-20用，签证的比较重要，可以跟给学校看的金额不同 。

Q: 关于 Statement of financial responsibility 需“have it notarized",我可不可以就用银行存款证明代替？Notary's Signature 怎么办？

A: 附一个银行存款证明就行。Statement上边可以空着。

Q: 关于在申请材料上的资金证明，可否由国外的亲戚（我的叔叔）提供经济担保？如果由国外的亲戚提供担保，会不会在最后签证的时候对自己不利（因为听说由国外亲戚做担保，在常见的担保形式中是对签证最不利的）？此时（申请学校时）的经济担保人是否必须与签证时给签证官出示的相同呢？

A: 一般来说，有父母和自己最好。如果不是没有别的办法，最好不要由其他亲属担保。

申请学校时的担保人不一定要与签证时相同。但是有的学校比较讨厌，会在I-20上把是谁担保都写的一清二楚，这样如果签证官见两者不同，会怀疑你是否真有这么多钱。这样的学校虽然不多，但的确有。所以，能相同最好相同。

Q: 另外如果由国内的家里担保，是否必须付上银行的证明？如果我用我父亲作担保？应出示怎样的证明？

A: 要银行证明。比如去中行开就很好。

Q: 我知道应该先到银行开个证明，然后去做公证。（是这样吗？），应该开几样公证？我和我父亲的关系的公证，还有别的吗？

A: 不需要存款公证，不需要和你父亲的关系公证。有你父亲写的一个statement说明是你的父亲，并愿意给你提供学费就足够了。如果是亲戚资助，或者自己实在不放心，你可以去办一个出生公证以备不时之需，但不是必须的。

Q: 那又怎样证实所出示存款的真实性呢？这个需要公证吗？

A: 银行本身的信誉就是真实性的体现，不再需要任何公证。

Q: 财政证明表中有四项：Person Funds, Family Funds (inside US), Family Funds (outside US), Scholarship or Sponsor.这四项加起来要等于或大于一年还是两年的总费用？

A: 学校一般会说需要证明一年的还是全部的。一般是证明一年的为多。

Q: 偶家里有5000美圆，这笔钱是放在家庭的名下好还是放在个人的名下好？

A: 到底是谁挣的钱？谁挣的写谁，因为你需要考虑到签证。举例说，这钱是你父母的，但你说是自己的，于是学校在I-20上写上是你自己的钱。等签证时VO让你提交你的收入证明，结果证明你不能挣出这么多，会引起怀疑。当然你可以说是父母给的，但我觉得还是少费点唇舌为好。

Q: Schlarship or Sponsor 是不是偶要求学校给的奖学金数目？

A: 前者是学校给的，后者是指你所在的公司或其他机构给的资助或者来自国家的资助(对于我们来说当然是中国政府啦)给的。

Q: 关于财力证明，能不能把别人的存款证明换成我的名字出示？

A: 首先，银行不一定同意将证明上的名字换成你的名字。即使成功了，如果学校将来在I-20上写是你自己提供资金，你能否提供证明给签证官？如果你都能办到，那么可以。

Q: 银行开的资金证明的冻结时间是多少？要在签证前多久开证明呢？

A: 一般是3个月（或半年，要看什么银行了）。银行证明最好是签证前最近开的比较好，比如3个月内。

Q: 我想在财力证明上填上一些资金，但没有银行证明。因为是这样我虽没有存款，但有房子一处至少也能有五千美元吧。出国后也确实想卖掉。这该怎么办呢？

A: 如果你是对付学校，那么没有问题，学校不考虑你的移民倾向，对于许多学校尤其是商学院来说，巴不得你留在美国拿高薪，这样他们的毕业生的平均年薪会高，从而推动学校在USNEW, BUSINESSWEEK等排行榜上的排名，下一年好吸引更多的学生。

移民倾向是你签证时要考虑的，若你打算卖房子，的确象是不回来了，那么签证官很可能给你个214B让你打道回府。

Q: 那如果我开了证明，还想拿一些房产或车证去签证，是不是更好？

A: 如果你已经有了足够的资金证明，其他的都是辅助材料，还是会有帮助的。

Q: 请问,家里的股票和房子能不能算在财力证明里?

A: 不可以.财力证明是要提供一定的钱以保证你有足够的能力支付你的学习和生活. 股票和房子并不能证明这一点. 但是, 签证的时候, 除了存款证明, 这些股票或房子的证明可以带去.

Q: 开了银行的资金证明，是父母担保，还需要父母的工作证明或工资证明吗？怎么开呢？

A: 那个表格是学校自己的，你只要附上你的银行证明就行了，给学校看的没有那么苛刻。

Q: 急问：财产证明上是妻子的名字可以吗？

My name is Peter Huang and I’ve grown up in Ten-Mou, a multicultural neighborhood in suburban Taipei. During the early years of my childhood, my parents exerted a profound influence over my development. Though neither of them was involved in business, by watching their integrity and hard work, I learned more about the true meaning of success than I would ever have in any classroom.

My father is an Air Force colonel. He joined the R.O.C Air Force at the age of 14, struggling to achieve his personal best as the supply pision chief of the R.O.C. Air Force Academy. Unlike some officers in the military, who depended on family relationship and privilege to get promoted, my father gained his position by hard work and assiduity. He thus emphasized the importance of industriousness when it came to my education. When I was 10, I attended a speech contest. During the week before the contest, my father and I spent two hours a day together, organizing the lecture content, adjust my rhythm, and rehearsing. I was a shy, soft-spoken child, and found speaking in public difficult at first. But through my father's patient efforts and his believe in the rewards of hard work, I gradually became an excellent public speaker and won many of the contests that followed. My mother has a warm and kind personality, and has always reached out to the expatriates in our neighborhood. She organized a language exchange club with the American students in local colleges, hoping to increase understanding of Taiwanese and American cultures through the exchange of language. I took part in the club when I was still in elementary school. This childhood multi-cultural experience instilled in me an active personality and willingness to interact with people of different cultures. In particularly, it strengthened my interest in American and my desire to work and live there one day.

My mother’s emphasis on international exchange and cooperation has led me to work for the Fulbright Foundation in Taipei as a research assistant. This position allows me to interact with educational associations in the United States and to take part in international conferences. As a senior at Beijing University majoring in Economics, I feel that my field is fundamental to the progress of my country. However, many problems have yet to be resolved. Chief among these is the problem of rejuvenating and restructuring the large, state-owned enterprises. As a result under the Chinese socialist system, these companies not only lack a spirit of competition, but are also hopelessly overstaffed. There is a definite need to cut back on workers, many of whom are unskilled and present an unnecessary burden on these companies.

The fundamental problem here is that China lacks unemployment and social security programs, which would be able to assist and re-train these workers should they be laid off. As there are no options for them, the companies are forced to retain these laborers, creating a stagnant state which limits both production levels and net profits. While foreign-imported goods and foreign companies were scare in China, this was not a major problem. However, the influx of foreign goods and corporations has forced China into a predicament where it can no longer afford to maintain useless employees for the benefit of the State. Should the situation here continue unchecked, China risks loosing its domestic marked to foreign companies.

These ideas were the result of my field research conducted during my junior year. During that time, I studied first-hand edly China’s system of public economics and found it lacking in many ways. I feel that if China is ever to be a serious competitor in the world market it needs first to develop a more progressive system of public policies. For this, China will have to look to other systems, which have struggled and successfully handled this same problem. My goal is to continue my education in the United States where I can not only witness the dynamics of an economic system different from ours, but also study the ways in which America’s public policy could be adapted and utilized by China.

In terms of global economics, China still has much to learn. The government is far from reconciling itself with many of the principles that underlie the modern market. I also feel that the Chinese situation is unique, and , that in order to be successful, policy makers must take into consideration regional characteristics, historical tradition and social psychology when defining the course of the future. However, it is also essential that the future generations of leaders, administrators and teachers learn from other countries in order to better understand the complexity of China’s role within the global economic situation.

The more China’s economy is prosperous, the more it needs its own economists. Therefore, at the end of my graduate study, I intend to return to my country and contribute to China’s economic progress. My ultimate goal is to teach introducing advanced Western research methods to my country and, if possible, tackle some of the economic problems faced by my country.
