这边窘困那边风光

700年来，历经沧桑的罗马大学经历了无数次战争和政变的考验。如今，随着新学期的到来，这所欧洲最大的大学却面临着另一个完全不同的难题：学生没有地方坐。在罗马大学的18万学生中，很多人将不得不在临时搭建的帐篷里上课，其他人则在电影院里学习（一些电影院在晚上还兼营色情生意）。和去年在停车场上课的社会学系学生相比，他们运气还算不错，至少他们头上还有屋顶。在罗马大学的法学院，注册入学的学生已经超过4万人，他们必须提前打电话预定座位才能在课上占据一席之地。那些被拦在门外的学生常常站在外面，透过窗户向里面张望，希望能听到一部分讲课内容，甚至在下雨天也不例外。

这只是我们在罗马看到的情况。在意大利的其他地方，教育工作者必须绞尽脑汁应付不断上升的辍学率；在一些大学里，三分之二的学生拿不到学位。事实上，纵观全球各地，几乎每一个国家的大学都在和自身的棘手问题相抗争。在韩国和日本，学校不是人满为患，而是生源匮乏，以至于这两国的教育者都为日益下降的年轻人数量和迅速减少的合格申请入学者而担忧。也有很多地方为钱而犯愁。英国的学生抗议政府把学费提高两倍的议案------很多高校的管理者将该议案带来的收入视为学校的生存之道，而学生们则认为这会使自己在毕业时欠下一屁股债。巴基斯坦的教师哀叹薪水太低，难以吸引顶尖的人才来执教。

在某些发展中国家，战争和政治动乱几乎让教育停滞不前。例如，对于很多非洲人来说，基本的识字能力都还是个可望而不可及的梦想。

再来看看美国，那儿的大学教育一派欣欣向荣的景象，难怪世界各地有如此多的精英分子渴望到美国求学。预计这个月将有近60万国际学生抵达美国，他们中的大多数人来自印度和中国。纽约国际教育学会会长艾伦·古德曼说：“毫不夸张地说，在这儿我们可能有100万国际学生。”

大学财政谁来埋单？

很多国家的教育工作者说，他们最大的问题是几乎完全依靠政府资助办学，美国除外，这大概是这些国家由来已久的传统。如今，由于大多数发达国家面临的财政预算压力日益加重，政府向学校提供的经费也大不如前了，教育工作者很难另辟蹊径，来为大学和他们自己支付账单。

俄罗斯是问题最突出的国家之一。在过去10年中，俄罗斯政府对学校的财政支持不断缩减，很多大学的处境每况愈下，甚至学校的建筑物也不能得到及时修缮。在圣彼得堡西北公共管理学院念书的22岁学生克里斯蒂娜*科谢尔说：“即使走在学校里都觉得危险。那儿的建筑物破旧不堪，简直到了可怕的地步。从这一点上就能看出这些学校的教育质量是何等糟糕。”此外，削减预算还意味着教授和学校管理人员的工资比以前少了；学生们说，很多教职工开始接受贿赂，以“填补”工资收入。

即使是一度被视为全球最好的英国大学如今也为钱所困。“混乱、迷惘、资金不足和愤怒”是英国现代大学联合会负责人科林*马西森对教育系统目前所处状态的描述。在过去15年里，英国大学的学生数量增加了一倍以上，而政府补助却减少了36％以上。如今，英国对高等教育的投入只占国内生产总值的1．1％，还不到美国的一半。与此同时，政府还向议会提交议案，要求把英国大学的学费增加到每年4500美元左右，这几乎是原来的三倍。虽然用美国大学的标准来看，4500美元并不算多------一些美国大学每年的学费超过2．5万美元--------但很多英国学校都担心，这一政策会把有能力的学生拒之门外。

在英国的大学中，教员薪水也远远低于美国的平均水平，这意味着高水平教师的大量流失。三年前离开牛津大学前往纽约大学任教的哲学系教授克里斯托弗*皮科克说，资金不足导致学术界精英的流失还体现在其他方面。他说：“英国大学的薪水实在太低了，但我认为这只是其中原因之一。更重要的是那儿没有研究设施。譬如说，大多数英国大学都不会给高级研究人员定期发放科研补助金------我在牛津大学从未拿到过这样的补助金，甚至连椅子都没发过。”在自然科学领域内，这种差距更为突出：只有美国大学能提供一流的研究设施。

教育改革各有侧重

100年前，德国大学的地位和今天的哈佛、耶鲁和斯坦福大学相当，吸引着来自全球的学生和教授。然而到了20世纪90年代初，德国的大学开始走向衰落。如今德国正在进行教育改革，其中很多地方显然是向美国看齐。

在欧洲其他地方，教育改革如弦上之箭，不得不发。1998年，欧洲各国教育部长在巴黎大学集会，祝贺享有盛誉的巴黎大学800周年校庆，会议首先就讨论了参与全球竞争的必要性。

第二年在博洛尼亚召开的峰会上，来自29个国家的教育部长签署了《博洛尼亚宣言》，启动了一场遍及欧洲的高等教育评估，其目标是在全欧洲建立统一且更具弹性的教育系统。这场改革预计在2010年完成，但目前仍然存在抵制力量。法国现任教育部长吕克*费里认为，目标不应该是把法国大学变为哈佛或斯坦福大学的复制品，而是要使法国重新成为外国学生留学的首选。4年前成立的法国教育协会的主席弗朗西斯*布拉蒙说，他们的宗旨是：“‘推销’法国大学，就像我们推销香槟酒和香水一样。”

在很多国家，对技术研究的渴求推动了教育改革。如今，剑桥大学已经成为欧洲硅谷的中心。自20世纪90年代中期开始，剑桥的管理者就开始积极倡导企业化和工业合作------这种做法长期以来被视为禁忌。仅去年一年，剑桥就进行了25项高科技风险投资，这些项目可能最终为大学盈利。在印度，比尔*盖茨把七所优秀的印度理工学院誉为“改变了世界的杰出大学”，而它们的建校历史仅有50年而已。这些学校的毕业生不仅是印度新兴高科技产业的主力军，也已经成为美国硅谷的中坚力量。

在日本，一度默默无闻的地区性技术学校已经崛起为教育典范。金泽理工学院尽管还没有达到东京大学或早稻田大学那样高的名望，但它宣称自己的学生有99％在毕业前就落实了工作。在增长缓慢的经济下，这一比例相当可观。这种转变开始于十几年前，当时金泽理工学院开始成批送教授和教职工去美国大学观摩教育和运作模式。20世纪90年代中期，它启动了一项改革，强调实际动手能力。学校建立了“梦想与创意工厂”，学生们可以在那里制造投篮机器人或太阳能汽车。它还和日本工业界建立了密切联系，从而得到了大量的额外资金。这所学校已经成立了自己的公司，从本校研究和开发结果中获取商业利润。
